Request for Expression of Interest for Implementation of Outfall Pipeline for Dammam West Independent Sewage Treatment Plant

Vision 2030 recognizes the critical importance of ensuring future reliable provision of sewage treatment services for improvement in the quality of life of residents of the Kingdom of Saudi Arabia. In line with this, Saudi Water Partnership Company (“SWPC”) procured the Dammam West Independent Sewage Treatment Plant (“ISTP”) project, with a capacity of 200,000 m3/day (expandable up to 350,000 m3/day) for a 25 year term, on a BOOT basis, through a competitive tender process, which has reached financial close.

The development of the associated outfall pipeline is required to convey unused Treated Sewage Effluent from the ISTP to the disposal location within the Arabian Gulf with total approximate length of 29 km for the land and marine sections, to carry a capacity of up to 350,000 m3/day.

SWPC is therefore, pleased to invite Expression of Interest (“EOI”) in respect of the Implementation of Outfall Pipeline for Dammam West Independent Sewage Treatment Plant project.

SWPC will conduct a competitive process to select a developer or developer consortium for the development, financing, engineering, procurement, construction, implementation of the pipeline. The pipeline will be transferred to the National Water Company (“NWC”) after construction. NWC will then assume responsibility for operation & maintenance. It is expected that SWPC will sign an Outfall Pipeline Development Agreement (“OPDA”) with the selected developer / developer consortium with payments to be made over a term to be determined commencing from the date of transfer to NWC. SWPC’s obligations under the OPDA will be supported by a credit support from the Government of Saudi Arabia.

1- Interested parties should express their interest to participate in the tender process by no later than 18 July 2021. Interested parties should submit their EOI in electronic copy in PDF format to:

2- The EOI should specify at least the following information:
* Name of the interested party (Company);
* Headquarter location (country);
* Legal Status of Company (including jurisdiction of its incorporation and whether or not listed on a stock exchange);
* Name and contact details (postal address, telephone number, and e-mail address) for the appropriate point of contact (“Point of Contact”) to whom all future correspondence will be addressed; and
* Where the interested party is considering potential consortium partners, an indication of such intention and details of potential consortium partners (to the extent it is known).
