Jeddah Airport 2 Independent Sewage Treatment Project – Request for Expressions of Interest issued by WEC

Jeddah Airport 2 Independent Sewage Treatment Project – Request for Expressions of Interest issued by WEC

Request for Expressions of Interest for Jeddah Airport 2 Independent Sewage Treatment Project

Vision 2030 recognises the critical importance of ensuring the future reliable provision of sewage treatment services for the quality of life of residents of the Kingdom of Saudi Arabia (“KSA“).

To meet the sewage treatment requirements, Water & Electricity L.L.C (“WEC”), intends to procure a series of new Independent Sewage Treatment Plants (“ISTPs”).

WEC is therefore pleased to invite expressions of interest (“EOI”) in respect of the development of a new ISTP with a total ultimate treatment capacity of 500,000 m3/day. The ISTP will be located near the city of Jeddah, adjacent to the existing Jeddah Airport 1 sewage treatment plant (“JA1 STP”) on the Red Sea coast of KSA, (the “Project”).

WEC is also considering linking the new STP, with the potential acquisition, refurbishment, operation and transfer of the existing JA1 STP, which is owned by National Water Company (“NWC”) (the “Bundle”). JA1 STP has an installed design capacity for sewage treatment of 350,000 m3/day (comprising the existing 250,000 m3/day plant and a 100,000 m3/day expansion commissioned in January 2017.

WEC will conduct a competitive process to select a developer or developer consortium for the development, financing, engineering, procurement, construction, implementation, ownership, operation, maintenance and transfer of the Project/Bundle, together with associated infrastructure and facilities. Under a 25-year Sewage Treatment Agreement (“STA”) with WEC, the project company to be incorporated to develop the Project/Bundle will treat the entire sewage capacity supplied by National Water Compay (NWC). WEC’s obligations under the STA will be supported by a credit support agreement from the Government of KSA.

WEC requests the following:
