Saudi Water Partnership Company Award

The Saudi Water Partnership Company Award is one of the pioneering initiatives that seeks to enhance the level of performance and creativity in the water sector in the Kingdom of Saudi Arabia.

These awards are given annually to distinguished companies in various award categories, in a special ceremony held at the end of each calendar year.

Awards Objectives:

  • Improving the quality of services : Encouraging companies to provide distinguished services that are efficient and effective.
  • Commitment to required standards : Enhancing commitment to national and international standards to ensure the highest levels of performance.
  • Creating a competitive spirit : Motivating companies to improve their performance through fair competition.
  • Enhancing the reputation of winning companies : Honoring companies that have proven their worth in various fields and enhancing their position in the market.
  • Raising the technical capabilities of infrastructure : Encouraging innovation and development in water-related infrastructure technologies.
  • Securing and Sustaining Water Technologies : Supporting the sustainability of water technologies by adopting the latest solutions and technologies.

The Financial Closure Excellence Award is an award given to developers who demonstrate outstanding performance in completing the financial closure process. Developers are evaluated based on three criteria:

  • Fastest time to financial Closure: Developers are judged based on the speed at which projects are completed financially. 
  • Number of preconditions converted: The number of preconditions converted to subsequent conditions should not exceed two conditions only, reflecting the ability to manage conditions efficiently.
  • Public competition: The project must be in public competition, which enhances transparency and fair competition.

Local content: Granted to companies that meet 50% of the local content requirements.

Project completion: The project must be completed on time.

Health, Safety and Environment: The project will be free of accidents throughout the implementation period.

Work progress: The actual percentage of project progress.

Saudization: Achieving (90%) of the Saudization rate.

Permits: Securing all building permits.

Claims: There are no claims or violations against the company.

Settlement: Readiness of the settlement system.

– Facility Reliability Factor – PRF:

The reliability and stability of the facility’s performance is measured, i.e. its ability to operate regularly without interruptions.

Reflects the level of equipment maintenance and quality of operation.

– Facility Availability Factor – PAF:

The facility’s availability and actual operating time are measured against the planned time.

Reflects the facility’s ability to operate according to the specified schedule.

– Forced Stop Factor – FOF:

The facility’s exposure to unplanned downtime due to malfunctions or problems is measured.

Reflects the effectiveness of preventive maintenance and the ability of the operation to avoid downtime.

– Facility Energy Efficiency Factor – PEF:

The extent to which the facility is utilizing its maximum production capacity is measured.

Reflects the efficiency of operation and management in maximizing production.

– Product Quality Conformity Factor – QCF:

The extent to which the facility adheres to quality standards for products and services is measured.

Reflects the effectiveness of quality controls and quality management in the facility.

– Emergency Response Score – ERS:

The facility’s speed and readiness to deal with emergencies and crises is measured.

Reflects emergency management and operational continuity capabilities.

– Report Quality Score – RQS:

The accuracy and comprehensiveness of the reports and information issued by the facility are measured.

Reflects the level of transparency and accountability in the management of the facility.

– Local content: Percentage of contribution to local content:

  • The contributions and efforts of the main contractor and the engineering, procurement and construction (PC&EPC) contractor in using and developing local content are measured during the period from 1/1/2023 to 12/31/2023.
  • This indicator is evaluated at 35% in the evaluation equation.

– Local content: Percentage of local content according to the external auditor’s report:

  • The actual percentage of local content in the project is measured, as verified by the external auditor.
  • This indicator is evaluated at 35% in the evaluation equation.

– Local Content Reports: Number of reports issued:

  • The number of local content reports issued is measured against the number of reports due.
  • This indicator is evaluated at 20% in the evaluation equation.

– Local employment: The percentage of local employment in the project:

  • The percentage of Saudi employees is measured compared to the total number of employees in the project.
  • This indicator is evaluated at 10% in the evaluation equation.

– Licensing and compliance standards (LPOC):

  • The extent to which the entity complies with all licenses and permits necessary for its operations is measured.
  • These include, for example, environmental, operational and commercial licenses.

– Operational and Maintenance (OMOC):

  • The extent to which the entity complies with the specified operating and maintenance requirements is measured.
  • Includes periodic maintenance requirements for equipment and systems.

– Billing and Accounting Obligations Compliance Metrics(IAOC):

  • The extent to which the entity complies with billing and accounting requirements is measured.
  • Financial reporting and timely payment to stakeholders.

– Measurement Obligation Compliance Metrics(MOC):

  • The extent of the entity’s commitment to measurement and monitoring requirements is measured.
  • Includes providing accurate measurements of inputs and outputs.

– Insurance Compliance Measures(IOC):

  • The extent of the entity’s commitment to insurance requirements is measured.

– Operational and Maintenance Obligations (OMOC) Compliance Metrics:

  • The extent to which the facility complies with operational and maintenance obligations and requirements is measured.

– Billing and Accounting Obligations (IAOC) Compliance Metrics:

  • The extent to which the facility complies with obligations related to billing and accounting aspects is measured.

– Facility Utilization Factor(PUF):

  • The extent to which the facility is being exploited and operated efficiently and effectively is measured.

– Product Quality Conformity Factor (QCF):

  • The extent to which the quality of products and services provided conforms to the specified standards and requirements is measured.

– Emergency Response Score (ERS):

  • The facility’s readiness and response speed in emergencies and crises are measured.

– Report Quality Score (RQS):

  • The quality of reports and information provided by the facility is measured.
